Donna was born in Guernsey and educated at the Grammar School Guernsey. She completed her A-levels in 1999 after which she spent a year travelling and working in Australia.

In 2001 Donna joined Rothschild bank Switzerland and in 2002 moved to work for NM Rothschild.

In 2003 Donna joined the Civil Service working for the horticultural and agricultural department. In 2006 Donna joined the Policy and Strategy team at Commerce and Employment. In May 2007 Donna was seconded to the Company Registry Project Team.

Donna has completed half of her studies for her Open University degree in International Studies. Donna has also gained her Prince 2 qualification in project management.

Donna has two children, a daughter aged 5 and son aged 2 years.
